[BlackBerry] always set PolicyAction to PolicyIgnore if the chrome returns false for acceptNavigationRequest https://bugs.webkit.org/show_bug.cgi?id=93251 Reviewed by George Staikos. In acceptNavigationRequest(), webkit will ask if the chrome will accept the navigation request.
